The Security Council holds primary responsibility within the United Nations for the maintenance of international peace and security. It is the only UN body whose decisions member states are obliged to carry out, and its five permanent members hold a veto.
A large share of world trade travels by sea through a small number of narrow shipping routes, and most international internet traffic runs through cables on the sea floor. Delegates will address how to prevent confrontations at sea from escalating, how to protect subsea infrastructure from sabotage, and how the international community should respond to blockades in international waters.
